Voronezh State University implements over 30 projects of the European Union's Erasmus+ programme. The European Commission annually conducts a random audit of university projects all around the world. The Erasmus+ audit was conducted in the Voronezh State University from November 2019 to January 2020. The audit was carried out by the representatives of the London office of the BDO network of independent audit and consulting companies upon the request of The Education, Audiovisual and Culture Executive Agency (EACEA) of the European Commission.
Two projects of the “Jean Monnet Actions” Erasmus+ programme were selected to be audited: “Higher education in Europe from the viewpoint of Russian students. Study of barriers to successful studies caused by differences in educational processes in Russia and the EU – EHE PRS.” (Project Number 575658-EPP-1-2016-1-RU-EPPJMO-PROJECT) and "EU Legal Approximation in Russia – EULAP” (Project Number 564684-EPP-1-2015-1-RU-EPPJMO-MODULE). Those two projects were implemented in the Voronezh State University from 2015 to 2018.
The experts reviewed financial reporting documents, the quality of project implementation and the system of project management. In the result of the audit they arrived at a conclusion that the declared costs are valid and fully comply with the rules and obligations set forth in the grant agreements. The results of the management and financial audit showed that no errors or violations were detected. The amount that was subject to recovery by the Executive Agency constituted 0 Euro.
The auditor’s opinion registers the transparency of the internal financial control of the Voronezh State University, which provides for the adequate financial management and guarantees prevention and detection of all errors and violations.
Being audited in accordance with the international standards is a valuable practice for the Voronezh State University which boasts many years of experience in implementing European projects.
